Merced noted to Commission staff that he was very hesitant to participate in an interview. 
Commission staff received his personal statement through a request. Commission staff did not receive the 
statement originally because he was directly involved with AA 11, and New York Center only provided us 
with documents involving UAL 175. Merced did not have the time prior to the interview to review his 
statement. 

Merced began his career 1991 at ZNY. He trained and becamė a certified air traffic controller 
(ATC). He has been an ATC with Area B for his full career. 

AA Ii: 

Merced was “working” sector 56, Kennedy Sector, on the morning of September 11, 2001. His 
shift started at 6:30 am, and he was R 56 (radar for sector 56) without an RA (radar associate). Boston 
Center’s (ZBW) Kingston Sector notified him of a specific primary target. The controller told Merced that 
ZBW was tracing a primary target at Flight Level 290 (FL 290, or 29,000 feet), that the flight was a 
possible hijack, and this it was likely AA 11. Merced physically pointed out that target to Dave Bottiglia, 
and Bottiglia started to follow the track. Merced does not remember if the track was actually “marked” with 
a data tag [please see David Bottiglia MFR for further details]. Merced recalls an “Eagle” flight headed 
towards Boston. He descended that flight 31, 000 feet, and asked for it to look for AA 11. The “Eagle” 
flight was unable to confirm a visual recognition of AA 11, so Merced directed that flight to continue on 
course. He attempted to do the same with a Federal DIES flight out of Bradley that was at Flight Level 
270. 

Merced noted that after his second attempt to receive a visual on AA 11 by directing flights near 
the primary target the target itself “disappeared”. He was “watching it the whole time”, and the controllers 
were using all the methods they could to locate the target. Merced told Ivonna, who was the Controller in 
Charge (CIC) of Area B, to call New York Tracon in an attempt for altitude information on the primary _ 
target. Merced was working with Bottiglia, but does not remember Bottiglia setting an “AA11a” data tag

on the primary. Merced noted that Bottiglia received an “H” position once he was no longer tracking AA 
11. Merced noted that Chris Tucker was assigned to the departures radar, and set that radar scope to receive 
information from the floor to the ceiling to check for AA 11. Merced informed Commission staff that this 
operation was very infrequently done in the past, “especially for commercial aircraft”. 

Once AA 11 disappeared, “someone” called Washington Center (ZDC) and informed them of the 
situation with AA 11. Merced assumed that AA 11 had continued southbound, but was flying at an altitude 
below the radar sweeps. Merced noted that the controllers could tell the primary target’s approximate speed 
by monitoring the distance between the lines that indicate a “hit” on the radar sweep, and that the aircraft 
performed a slight turn to the southwest: Merced noted that this is all the information he received on the 
target. 

UAL 175: 

Merced first heard of the WTC impacts after UAL 175 hit the south tower. He was actively aware 
of what Bottiglia was monitoring and doing. Bottiglia noted that when he was informed of the impact of the 
south tower, he had “no real doubt” that it was UAL 175. Bottiglia had told him a plane informed him that 
the WTC was on fire, but he had did not know or think that the fire was caused by the impact of AA 11. He 
did not which aircraft struck the different sites until after he went home around 5 o’clock that evening. 
Merced noted that when he was informed iat the WTC was hit he left ZNY to attempt to contact a friend 
who was in the WTC. 

Merced noted that Area B personnel were “sequestered” in a conference room after the events. At 
this meeting, he gave a written and a taped statement. 

Prior to 9/11: 

Merced informed Commission staff that prior to 9/11 he would have expected the pilot of a hijacked 
aircraft to covertly communicate the situation by using a hijack transponder code (7500) or through a 
verbal code. 

Merced noted that prior to 9/11 it was often that an aircraft would not be in constant contact with the air 
traffic controller, and that this was no reason to assume the aircraft was undergoing a hijack. He further 
noted that a lost transponder signal does happen, but prior to 9/11 an air traffic controller would have 
approached the problem thinking that there was something electrical wrong with the aircraft. Once the 
aircraft deviates from course, Merced would have thought that there was an emergency and the pilot was 
headed for the nearest airport. . 

Merced informed Commission staff that Bottiglia was told by the pilot of UAL 175 that he overheard 
threatening communications in a communication from AA 11. Merced that since ZBW had said that AA 11 
was possibly a hijacked aircraft he took UAL 175’s news seriously. Merced had never handled a hijack in 
his career. 

Merced noted that an FAA ATC has no authority to notify the military or Herndon. He notes that that is the 
responsibility of the supervisor for the area. 

Prior to 9/11 Merced had no pete with a military scramble exercise, but had worked on military 
exercises in the past through a small piece of airspace at 14,000 feet and below. Merced experienced no 
difficulty coordinating the use of this airspace for military purposes, besides a few instances in which the 
military aircraft “spill out” of the airspace assigned to them. He had no practice with the military on 
hijacking procedures, but felt prepared to vector a military aircraft to a target. 

Merced’s hijacking training was mostly annual refresher training that included hijack scenarios on a 
Dynamic Simulation, called DynSim, which simulates air traffic. These exercises, as noted, involved one 
aircraft, and a pilot as the participant in communication through code use. Even post 9/11 Merced has only 
exercised scenarios involving single aircraft. 

Merced noted that an emphasis has been placed on the importance of maintaining contact with an aircraft, 
post 9/11 when the controllers experience a NORDO aircraft they do whatever can be done to communicate 
with that aircraft. Prior to 9/11, Merced noted there was no standard on how or when to attempt to 
communicate with a NORDO aircraft.

So, from that point on, I uh I got up

and I made a physical point out to to

target, but I basically followed him and

then being at his last report out to was

29,000 ft. I had a uh Eagle flight that

was going to Boston Center to Boston

detected him to fly right over the uh

the primary target which was the

American

and uh someone when he flew over and

eagle fly reported not seeing anybody

because I pretty much got him far off

Now, seeing that he didn't eagle flight

didn't see him, I had no idea where to

the American was at. So, then I had a I

think it was a FedEx like going to

Bradley that I was going to try to do

the same thing. He was 27,000 ft, but he

was further down.

down here somewhere. So I started

turning him that way and uh right around

the fence is around here somewhere.

That's when he thought disappeared.

And when you say the party disappeared,

Just disappeared. I was I was watching

it the whole time. I wasn't busy and we

had basically the eagle fighting on the

frequency. So I was just following it

and we were trying to do whatever we can

to find something on that American on

that target.

So we I told him to call the Treycon,

see if we can use their radar to see if

they see him. Basically, we're trying to

get an altitude on the aircraft.

moment. Uh, we talked to Dave yesterday

and and Dave said he was able to post up

what he thought to be the target and he

posted it as American 111A,

trying to handle this together even

though it was coming to my airspace. So,

he was helping me out with that, but I

Oh, when they told me that uh

the trade center was hit, that was it

for me. I basically got up. I had to get

cuz I had a friend of work there.

So, I was like I I was shocked. Did Did

No, I was on the ground. I I got up and

tried to call my friend, get in touch

with his wife and find out if what was

going on with him. So, uh pretty much

from that point on I was walking around

in shock.

We were sequestered and uh upstairs they

kept us in a room. Everybody was

involved basically. Everybody who was in

the area at the time, they had us

They claim that uh you lose

That fact in and of itself would not

How about the case of an airplane whose

no longer transponding for whatever

Well, that that that would indicate

identity. There could be something wrong

with the aircraft. It's losing frequenc

if it's losing a radio contact and the

transponder could be something

electrical on airplane or something.

And let's think those two factors now.

And then uh if you have a plane for

whatever the reason that deviates from

you're you're controlling it and it

deviation is headed a direction

right? That was 175 I think.

Right. But I mean check the second that

was first uh information you had that

there might have been something with

Well no well hearing that I knew that

the I sort of knew that the American was

hijacked. I mean just all the taking on

all the factors in it was a hijack

everything combined together then

it was a hijack so so I was like I said

the target disappeared I didn't know it

had gone into the tower so uh when they

said that they the United have said that

you know it was obviously confirmed it

Basically, anything that that occurs, we

just with a hijack. If uh it was

Uh just make sure that if we suspect

there's a hijack not to let on to the

pilot on the frequency in case that the

hijack was ill, we measured it from

whatever was going on.

Freud, Propaganda, and the Total State

 
Most people live in a fantasy world of their own creation. As first described by Sigmund Freud in his study of psychoanalysis, each person fights an internal emotional battle with his childhood caretakers, siblings, perceived enemies, and society. The building blocks of this fantasy world are powerful tools for control of a civilian population, if you have a government that knows how to use them.
 
Edward L. Bernays, nicknamed the Father of Spin, was the creator of modern propaganda. Bernays was Sigmund Freud's nephew, and applied Freud's work to the art of mass persuasion by blending advertising techniques with an understanding of human psychology. Bernays worked for the Committee on Public Information, otherwise known as the CPI. This government agency was created by President Woodrow Wilson in 1917 for the purpose of mustering public support for World War One.
 
The original propaganda campaign had three rules:
  1. Stress emotion over logic,
  2. Demonize the enemy, and
  3. Promise a war that will make the world safe for democracy.
The U.S. invasion of Afghanistan has followed Bernays' playbook to the letter. We waved our flags, while the evil wife-enslaving Taliban were destroyed by the freedom loving Northern Alliance. The CPI is clearly still hard at work today. It has been given new life in the War on Terror (emotion over logic), which is intended to destroy the Evil Axis (demonize the enemy), in order to create a safe world for our children (promise democracy). One can only guess at the breadth and scope of the overall propaganda effort, but it would be no stretch to assume that it employs thousands, and costs billions.
 
The February issue of Vanity Fair carries a fifteen page spread of the President's cabinet. Foremost in this group are The Spin Team, who are in charge of what they call the Image Offensive. This is a new euphamism for Propaganda. The Spin Team claims that the offensive is an attempt to explain the conflict to the American people in terms of economics, diplomacy, and law. In practice, they use classic Freudian imagery of fear, hope, danger, and reward. 
              
Employing domestic propaganda to win wars seems to be only part of a larger agenda. The Total State continually seeks to expand its power, and does so by encouraging citizens to view the government as a benevolent parent. Elected officials are presented as authority figures, rather than public servants. Through the influence of state-controlled media, we begin to view politicians as our own internalized caretakers. In other words, we grant them parental authority.
 
As further evidence, witness the rise of personality journalism. When reporting on government affairs, the media now excludes substantive debate. Instead, journalists depend on human interest. We watch the President give a speech, and then listen as the commentators note how strong he looked, and determined, and handsome. There is no reason to discuss the merits of his plan. Note also that the President has much more gray hair since the events of September 11. During his State of the Union, the President was strategically placed in front of a group of admiring young men. He is being groomed to serve as a patriarch, or should democracy fail completely, a Monarch.
 
Even the titles of our so-called leaders have changed to reflect the new order. We now have a Commander of Homeland Security, a Commander in Chief, and a Drug Czar. Authority figures, all of them.
 
In his 1982 book The Ominous Parallels, Leonard Peikoff, protégé of the famous Objectivist Ayn Rand, describes the evolution of the Total State and the doctrine of Statism. He says modern Western culture is in a state of philosophical bankruptcy. The Total State uses this bankruptcy to pursue three goals: the worship of unreason, the demand for self-sacrifice, and the elevation of society or the state above the individual. These are the same goals that were pursued by Germany during World War Two. They called it National Socialism. 
              
National Socialism is a blend of Marxism and Imperialism, which together form the basis of the Total State. Following are a description of each, by Darren Perkins:
Marxism is the basis of the governmental system of Socialism. Socialism applies the moral code of humanism, where science is man's ultimate source of wisdom and knowledge. Man is held in restraint by The State that compels and restricts the individual to work for the common good of society.
 
Imperialism is the basis of the governmental system of Corpratism: Corpratism applies the moral code of materialism, with an opportunity to conquer and subjugate, to feed ones indulgence in a system of privilege and class rank. What makes sense gives way to what is possible. Based on the governing principle of supreme dominion, license to participate in the system comes from the Imperial Head and his ruling elite.
 
The objectives of the Total State are twofold. The first is to formalize the rank and privilege of this ruling elite. The second is to eliminate dissent. National Socialism allows the Total State to achieve both objectives. Under the ruse of civic engagement, the wealthy elite dominate the political process through soft-money campaign contributions. This ensures complete political power, and freedom from tax or disclosure obligations. By some estimates, this group has moved trillions of US dollars into hidden offshore bank accounts. This money will never be taxed or acknowledged, yet it controls our government.
The second objective, to eliminate dissent, is even easier. Our Marxist university system, which is government subsidized, has defined a narrow set of parameters that qualify as acceptable speech. To engage in dialogue outside those parameters is to risk be charged as a racist, sexist, homophobe, xenophobe, or anti-Semite. Such charges often carry with them the status of hate crime, which is punishable by imprisonment. Citizens who challenge government policy directly may also face the charge of sedition. To quote the President: Either you are with us, or you are with the Terrorists.
 
There are many examples of how the state elevates itself above the individual. A recent Executive Branch proposal calls for two years of compulsory civil service for all youth. Claims upon personal income now reflect an appalling tax burden of 50%, which is actually closer to 60%, if you factor inflation. An 85% tax rate by the year 2015 is entirely possible. Property taxes continue to rise and outright land confiscation takes place under the thin pretense of environmental concern. This is happening now in Klamath Basin, and happened under Clinton when he signed an executive order that made a federal monument out of 1.7 million acres of Utah, an area the size of Delaware.
 
The greatest danger of Statism lies in the fact that it usurps parental authority in order to train young minds in obedience to the state, which it falsely champions as patriotism. Statism demands unthinking loyalty, which is sold by the media and taught by the public schools. Ultimately it robs each citizen of his most important asset: the ability to reason.
 
Evidence abounds that our youth are in fact losing this faculty. There has been a steady recorded downward trend in the basic skills, knowledge, and analytical powers of our nation's students. Critical thinking skills that used to foster debate within the classroom have been replaced with dogma, every student is keenly aware of the taboo subjects that must be avoided. The Scholastic Aptitude Test has been made easier to keep scores from dropping, and 75% of California high school students cannot pass their exit exams, a reflection of a growing nationwide trend.
 
Thus, the victory of the Total State is complete. The true beneficiaries, the Elite and its attendant classes, will continue to employ Edward Bernays' methods. The American people will be propagandized and taxed until they are reduced to virtual slavery.
 
It is a myth that Einstein created the most dangerous technology of the twentieth century when he helped split the atom. The technology created by Freud is much more dangerous. Einstein's bombs can frighten and occasionally kill, but Bernays' propaganda, combined with the rigid controls of National Socialism, allows the Total State to hold hundreds of millions of people hostage in an invisible prison.

Jongensbordelen


Officier van justitie mr. P. Oskam heeft vrijdag voor de rechtbank van Rotterdam tot zeven jaar cel geëist tegen twee houders van jongensbordelen in de Maasstad. Tegen een klant eiste de officier vier jaar.

De 35-jarige L.G. (Lothar Glandorf) hoorde zeven jaar tegen zich eisen. Voor het aandeel van de 40-jarige H.S. vroeg het openbaar ministerie zes jaar cel. Volgens justitie hebben beiden zich zowel schuldig gemaakt aan ontucht met minderjarigen als aan mensenhandel.

Tegen de derde verdachte in deze zaak, de 37-jarige M.S. uit Arnhem, eiste de officier vier jaar voor verkrachting en ontucht met minderjarigen. De jongens omschreven S., een vaste bezoeker in Rotterdam, als "De ergste van alle klanten".

In vier sekshuizen voor homoseksuele mannen hebben de Rotterdammers twee jaar lang dertig jongens geëxploiteerd. Twaalf van hen waren minderjarig. Via de escortservice van een van de Rotterdammers moesten de jongens ook in de rest van Nederland hun diensten aanbieden.

G. Haalde onder valse voorwendselen zes jongens uit Polen en Duitsland naar Nederland. Hij beloofde hen een baan als filmacteur. De verdachte dreef eveneens een sekshuis in Polen en dwong deze werknemers ook in Nederland aan de slag te gaan. Een Nederlandse ambtenaar, die deze Poolse club geregeld bezocht, zou hebben geadviseerd hoe G. de jongens over de grens moest krijgen.

De politie kwam de uitbuiting van de minderjarige jongens vorig jaar op het spoor na aangiften van twee van hen. De jongens wisten te ontsnappen uit een Rotterdams bordeel en deden aangifte bij de politie in Hamburg.

Moeder vermoorde peuter bedreigde kinderrechter

Roermond/Echt - Helena R. (32), de moeder van de verleden jaar na ernstige mishandelingen en seksueel misbruik overleden 2-jarige peuter Maikel Nelissen uit Echt, staat binnenkort ook terecht voor het bedreigen met de dood van de kinderrechter in Roermond.

De vrouw die door justitie in Roermond al werd vervolgd voor het plegen van ernstige ontucht met haar kind voor het in handen van zijn moordenaars viel, is in juli gearresteerd na bezoeken aan haar in inrichtingen verblijvende twee andere minderjarige kinderen. Bij het bezoek in het kader van een omgangsregeling aan de kinderen, die onder toezicht van de Stichting voor jeugdbescherming staan, werd zij uit veiligheidsoverwegingen geflankeerd door een agent van de Venlose politie.

Bij die bezoekjes heeft zij meermalen laten weten naar een wapen te zullen grijpen indien haar kinderen niet aan haar toegewezen worden door de kinderrechter. „Het maakt mij niets uit of ik er dan tien moet neerleggen," heeft zij gezegd op 6 juli tijdens een kort verblijf bij haar zoontje Kevin. Bedreigingen, die werden uitgesproken richting ambtenaar van de stichting jongerenhulp en kinderrechter waarbij Helena R. plotseling een revolver te voorschijn toverde. Door de aanwezige agent is zij daarop ontwapend en aangehouden.

Zoals bekend onderzoeken de psychologen Wagenaar en Koppen momenteel de verklaringen van de tot lange vrijheidsstraffen veroordeelde moordenaars Sylvia S. en Alex H. van Maikel Nelissen. Met name moeten zij de rechtbank in Roermond laten weten of de beschuldigingen richting moeder Helena betrouwbaar zijn. Het sterk verminderd toerekeningsvatbare paartje houdt vol dat de seksuele handelingen met het jongetje door de moeder waren gedemonstreerd' voor zij op vakantie ging en het kind bij hen achterliet.

Maikel Nelissen stierf aan de gevolgen van de behandeling van het tweetal in het ziekenhuis van Sittard.

De rechtbank in Roermond buigt zich op 12 oktober aanstaande over deze zaak.
